There's a kitty waiting in front of my house but my dad doesn't want me to let her in...?

ok so theres this cat who has been waiting outside of my house for 2 days. she keeps crying and scratching on the door because she wants to be let in. i gave her some water and food but my dad says she cant come inside the house. the problem is that i live in phoenix and it is sooo hot outside. right now the kitty is panting and i think shes really hot and getting sick. i dont know what to do i feel really bad :( is it wrong to leave her out there? or how can i convince my dad to let her in? i have a puppy but the puppy and her get along the kitty didnt hiss or scratch her. and i have a turtle but he's in his cage. HELP??
