10 month old acts like a frisky kitty-cat and swats all the time.....?

she hits when she is happy, when she is mad, all emotions. Its like she's a kitty cat swatting at everything, people, animals, her toys, but it hurts and aggervates everyone! We say "no, that hurts" and everthing else you can think of, we set her down, move her, but its just her frisky personality. Anyne else's baby like this and how did you stop this behavior that is not MEAN but can be perceived as her hitting and being mean. She's usually being very playful but its not a good habit to have.
